Accounting

The Accounting section of the Office of Management Services(OMS) provides the following services for all divisions of the Comptroller's Office:

• Purchasing
• Vendor payments
• Accounts receivable
• Equipment inventory
• Cash receipts and deposits

The OMS also provides management reports to other divisions within the Comptroller's Office which reflect each division's allotment status of expenditures, revenues, encumbrances and requisitions. In addition, the Accounting section administers the Board of Equalization Loan Fund which involves making grants and loans to Tennessee counties for reappraisal purposes.

The Accounting Section of the Office of Management Services coordinates training, travel requests, records management, communication requests, motor pool reservations, contract processing, lease agreements and copier services for all divisions of the Comptroller's Office.

This office is responsible for the development and implementation of accounting policies and procedures for the Comptroller's Office and for ensuring that the Comptroller's Office is in compliance with all State laws, rules, regulations, policies and procedures as they relate to financial or personnel management. The Accounting section also maintains an accounting procedures manual for use by the accounting personnel.

Budgeting

The Budgeting Section of the Office of Management Services assists the various divisions in the Comptroller's Office in the preparation of budget requests and prepares a consolidated budget request for presentation to Finance and Administration. The section also assists in the presentation and explanation of the Comptroller's annual appropriation request and work programs to Finance and Administration, the Senate and House Finance Ways and Means Committees and various other committees of the General Assembly.

This section prepares monthly financial reports reflecting revenues and expenditures to date, analyzes such reports and ensures that the reviewed expenditures are within the approved budget for each division.
